Moscow has intensified assaults on energy facilities over the past few days, while Ukrainian leadership has called for "concrete actions" from allies to exert influence on Russia.
"What is required is not window dressing but decisive action - from the United States, the EU and the Group of Seven - in delivering protection systems and implementing restrictions," was stated in a public message.
He said that 450 drones and more than 30 rockets struck energy facilities, characterizing such assaults as "premeditated" and against "critical infrastructure" as temperatures become colder.
Government representatives said Moscow was "launching a major assault" and maintenance teams were striving to repair systems.
A wave of strikes damaged energy infrastructure and residential structures in Kyiv.
Several of the people hurt in the attacks on the capital have been hospitalized, according to municipal representatives.
Local officials said the city endured heavy assaults overnight. A seven-year-old child was killed and several individuals were hurt.
The attacks follow evenings of air raids in the region, portions of which remain under the control of invading troops.
All of Ukraine is in a state of readiness for advanced weapon attacks, which are harder to identify.
Authorities told the media that Moscow was deliberately attempting to damage the country's energy grid, with attacks already impacting fuel infrastructure.
